Federal Authority Mapping

Federal AI and National Security Authorities Mapped to Physical Enforcement

This mapping separates AI governance, physical zero trust, supply chain and data rights, and procurement authority. HSK-01 remains at TRL 4 — component validation in a laboratory environment. For military testbed integration, a Prototype OTA and a qualifying Phase III SBIR/STTR award are distinct potential direct pathways, each subject to its own eligibility, approval, and acquisition-specific determination. These architectural mappings do not claim that hardware alone satisfies any authority.

Maturity disclosure

Every mapping below is architectural. It describes what the KINETIC-369 design is intended to provide at production maturity. The technology is currently assessed at TRL 4 (component validation in a laboratory environment); no certified product or completed conformity assessment exists. Nothing here is a claim of current compliance-ready status.

OMB Memorandum M-25-21

Accelerating Federal Use of AI through Innovation, Governance, and Public Trust

Mandatory Agency Practices

Directs federal agencies to establish AI governance and apply minimum risk-management practices to high-impact AI use cases.

KINETIC-369 alignment

HSK-01 can support a defined physical fail-safe boundary for an AI-controlled actuation path; it does not govern the model or satisfy the memorandum by itself.

Discrete 74HC CMOS logic is designed to interrupt actuator power without software or firmware changes in the defined safety path.

NIST AI Risk Management Framework

NIST AI 100-1 · AI RMF 1.0

Voluntary Technical Framework

Provides a voluntary framework for governing, mapping, measuring, and managing AI risk across the system lifecycle.

KINETIC-369 alignment

HSK-01 can contribute evidence for selected safety, resilience, and human-oversight outcomes on a defined actuation path.

Inspectable hardwired logic provides a deterministic enforcement point independent of upstream software behavior.

Federal AI policy direction

Executive Policy

Set federal policy direction for safe, secure, trustworthy AI and sustained U.S. leadership, subject to current implementing policy.

KINETIC-369 alignment

KINETIC-369 offers an architectural option for physical-layer testing and risk mitigation where AI commands consequential actuation.

A separately testable hardware interrupt constrains a defined actuator power path without modifying neural-network weights.

TRL 4 boundary: Every mapping is architectural and describes what the KINETIC-369 design is intended to provide at production maturity. The technology is currently assessed at TRL 4 (component validation in a laboratory environment); no certified product or completed conformity assessment exists. Nothing here is a claim of current compliance-ready status.

Compliance you can inspect, not just attest to

Auditors can read a schematic. The KINETIC-369 HSK-01 is designed to turn regulatory language about human oversight, robustness, and fail-safe design into a physical boundary that is testable, repeatable, and independent of model drift or adversarial prompting.
